Fuente Osmeña Circle is a rotunda park in uptown Cebu City, named after Sergio Osmeña, the Philippines' fourth president, in recognition of his contributions to the city and country. At its center is a fountain dating to 1912, built to mark the inauguration of Cebu's first waterworks system, making the site more than a century old. The circle sits where Osmeña Boulevard (Jones Avenue) meets General Maxilom Avenue, ringed by hotels, malls, restaurants, and government buildings, and functions as the informal center of uptown Cebu. It regularly hosts civic events, political rallies, and cultural activities, most notably as a staging area during the annual Sinulog Festival. Beyond its historical fountain, the circle today is valued more as a public gathering space and orientation landmark for uptown Cebu than as a heritage site to linger at, with joggers, food vendors, and evening crowds giving it a lived-in, everyday character.
