Papa Kit's Marina & Fishing Lagoon is a large oceanfront leisure park set on Silot Bay in Liloan, roughly 21 kilometers north of Cebu City. Run by Menca Development Corporation, the property spans about 92 hectares in total, combining 19 hectares of developed land with the 62-hectare Silot Bay lagoon itself, a natural inlet bounded by the barangays of Catarman, Yati, and Tayud. The park is built around water- and adventure-based activities rather than a single natural feature, offering fishing in stocked lagoon waters, kayaking, boating, jet skiing, and ATV rides alongside land-based attractions such as a zipline, skybike, wall climbing, and a jungle obstacle course. A swimming pool and several on-site restaurants round out the facilities, and overnight rooms are available for those wanting to stay longer. The mix of calm bay waters and surrounding greenery makes it a popular group-outing and family destination. Because it functions more like a private recreational resort than an open natural park, most activities carry separate fees on top of the entrance charge. It draws a steady stream of local families, company outings, and student groups on weekends, and is one of the larger organized leisure facilities in the Liloan-Mandaue corridor.
