Mactan-Cebu International Airport (airport code CEB) is not in Cebu City — it’s on Mactan Island, part of Lapu-Lapu City, across the water from the main island of Cebu. This trips up a lot of first-time visitors who assume they’ve landed in the city itself.

That geography shapes every transfer decision below. The airport is roughly 12–15 km from central Cebu City, connected by two bridges: the newer Marcelo Fernan Bridge and the older Mandaue–Mactan Bridge. When either bridge backs up — which happens at rush hour — a 30-minute ride can become an hour. Mactan’s own beach resorts, by contrast, are only minutes away on the same island.

The terminal has two parts: Terminal 1 (domestic) and the modern Terminal 2 (international, the wooden-roofed one). Both have arrivals halls with ATMs, SIM counters, currency exchange, and the ride-hailing pickup zone.

How do you get from Cebu airport to Cebu City?

The two reliable options are Grab (ride-hailing app) and a metered taxi, and the trip takes about 30–60 minutes depending on traffic.

Grab. For most travelers this is the simplest. The app shows an upfront fare before you book, gives you a digital record, and removes any haggling. Head to the designated ride-hailing pickup area outside arrivals. The trade-off is surge pricing at peak hours and after big flight arrivals — if the estimate looks high, waiting 15–20 minutes often brings it down. Metered taxi. The white metered taxis line up outside arrivals. They’re reliable if the driver runs the meter — politely insist on it before you set off, and avoid any driver who quotes a flat “special” price for the city. How do you get from the airport to a Mactan resort?

If your hotel is one of the Mactan Island beach resorts — most cluster around Punta Engaño on the island’s northern tip — you’re in luck: it’s a short 15–25 minute ride from the terminal, no bridge crossing required.

The smoothest option after a long-haul flight is a resort airport transfer, arranged when you book your room. You’ll be met in arrivals and driven straight there — worth the premium when you’re jet-lagged. Otherwise, Grab or a metered taxi works fine for the short hop; confirm the fare first as above.

How do you get from Cebu airport to Moalboal, Oslob, or the south?

There is no direct bus from the airport to south Cebu. The route is always two stages: get to Cebu City first, then transfer to the South Bus Terminal on V. Rama Avenue, where the southbound Ceres buses depart.

From the South Bus Terminal:

Honest note: if you land in the afternoon or evening, don’t try to push straight through to Moalboal or Oslob the same day — you’ll arrive exhausted in the dark, and southbound bus frequency drops off later in the evening. Mactan-Cebu is a well-run, manageable airport — Terminal 2 in particular is calm and easy to navigate — but a few things catch travelers out:

• The “no Grab” hustle. Touts inside and just outside arrivals will tell you Grab isn’t available or will take an hour, then offer a flat-rate ride at a marked-up price. Walk to the official ride-hailing area and check the app yourself before believing anyone.
• Bridge traffic is the real variable. Your transfer time depends almost entirely on the bridges, not distance. Avoid scheduling a tight onward connection (like a same-day southbound bus) around a rush-hour arrival.
• Airport exchange rates are poor. Change only first-day cash here; do the rest in the city.

SIM card. Globe and Smart both have counters in arrivals selling tourist SIMs with data packages. Bring your passport — SIM registration is mandatory in the Philippines. A local SIM makes Grab, maps, and messaging painless from the moment you land.

Money. Arrivals has ATMs and currency-exchange counters. Airport rates are typically worse than city money changers, so change or withdraw only what you need for the first day — taxi/Grab fare, food, SIM — and sort the rest in Cebu City. Note that many Philippine ATMs charge a per-withdrawal fee on top of your bank’s, so larger, less frequent withdrawals cost less overall. Carry small bills; drivers and small shops rarely have change for ₱1,000 notes.

Grab app. If you haven’t installed Grab before arriving, do it on the airport Wi-Fi or right after buying your SIM — it’s the single most useful app for getting around Cebu.

Public transport. The MyBus airport shuttle runs to malls like SM City Cebu and SM Seaside for a low fixed fare. It’s the cheapest way off the island, but awkward with large luggage and slower than a direct ride — best if you’re traveling light and watching every peso.
