Tops Lookout is Cebu City's premier viewing deck, perched atop the Busay Hills at approximately 600 meters above sea level. From this vantage point, visitors are treated to breathtaking 180-degree panoramic views of Cebu City, Mandaue City, Mactan Island, and the Cebu Strait, making it one of the most photographed locations in the city. The lookout has evolved from a simple observation point into a full-service entertainment destination with restaurants, bars, and event spaces. The venue is particularly magical at night when the city transforms into a sea of twinkling lights.
